Give a kit that includes tea, sugar, a culture and the measuring strips, and add a six-pack of swing-top bottles to the parcel. The commonest way a kombucha gift goes wrong is that the recipient finishes the first batch and discovers there is nowhere to put it.
One test sorts the category
Can the person open the box on a Saturday and start? If the answer requires a trip to a shop or a second order, the kit is a partial gift. That rules out the stripped-down kits, which are excellent value for someone equipping themselves and a poor choice to hand over.

The timing problem nobody mentions
A live culture is alive on arrival and it does not want to sit in a wrapped box under a tree for three weeks. It is not fragile in the way flowers are — a culture will survive a long, warm, uncomfortable trip and still work — but it prefers to be put into sweet tea reasonably soon, and it definitely prefers not to freeze.
Two ways round it. Give the kit close to when you see the person, or choose a kit built around a dehydrated culture, which ships and stores without the same urgency. What to add to the box

pH strips, if the kit does not include them. Cheap, and they turn a nervous first batch into a measured one.
A note about where to put it. Warm, out of direct sun, undisturbed for two weeks. Sounds trivial; it is the most common thing a beginner gets wrong.
Nothing else. Fancy tea, exotic sugar and flavor kits are all optional. Plain black tea and plain white sugar are what the culture is adapted to.
